County staff explained the state law framework for outdoor displays and said county approval is required because the ranch lies outside a municipal or fire-protection district and therefore cannot rely on local fire-authority approvals. Staff noted the ranch has held permitted displays for many years and that displays are reviewed by law enforcement and fire officials before submission to the State Fire Marshal.
Commissioners discussed safety and the annual hold‑harmless agreement; one commissioner said the ranch had “proven to be pretty dang responsible” and that displays are canceled if conditions such as wind are unsafe. The board approved an order authorizing the four displays and the associated agreement; approval was unanimous.
