Lead approves Prospect Park design agreement, accepts Tower Ridge right-of-way and approves South Galena signage; sets comprehensive plan hearing

The Lead City Commission on Feb. 3 approved several planning and public-works items: a partnership agreement with Tallgrass Landscape for a Prospect Park design estimate, formal acceptance of Tower Ridge Drive as a city street, approval of signage for South Galena addresses and the scheduling of a public hearing on the comprehensive plan for Feb. 18 at 5:30 p.m.
Prospect Park: city staff described a late-2024 proposal from Tallgrass Landscape to produce a design and cost estimate for updating Prospect Park (near Miners & Merchants). Tallgrass reduced its fee from an earlier $7,500 to $2,500 for the design work; Lehi Beautification pledged $1,000 and the city agreed to fund the remaining $1,500 from the general fund. A motion to sign the agreement and pay the $1,500 share was moved, seconded and carried.
Tower Ridge Drive: Public works staff presented a plat and supporting documents showing Tower Ridge Drive as a dedicated public right-of-way. The commission approved Exhibit A, accepting Tower Ridge Drive as a platted street and assigning maintenance responsibility to the city.
South Galena signage: Commissioners approved a small signage request (estimated cost about $40) to add directional signs that read “119½ Galena” (and related back-lot identifiers) to reduce misdelivered packages and make deliveries clearer for carriers.
Comprehensive plan hearing: The commission set a public hearing for the city’s comprehensive plan on Feb. 18 at 5:30 p.m.; staff said the plan is in final form, having been through planning and zoning and prior public meetings, and that adoption is expected after the hearing.
Why it matters: the actions advance park improvements and clarify street and address records while scheduling a final public forum for the citywide comprehensive plan. The Prospect Park design estimate will be used for future grant applications and capital planning.
