Council rebids airport hay lease, awards chip-seal contract and approves routine consent items

Flandreau City Council on Tuesday approved several procurement and routine consent items: rebid of an airport hay land lease, an awarded contract for the 2025 chip-seal project, and renewal/administrative approvals included on the consent agenda.
Cole explained the city received no bids on its prior multi-year airport hay land solicitation. Staff recommended advertising a one-year lease (30.8 acres) for the 2026 growing season with a new bid window set to open May 14 and close May 28; the council approved rebidding the lease. Funds from any lease go to the airport account.
For the 2025 chip-seal project the council received two bids. Aztec Corp. (apparent low bidder) submitted a bid of $35,027.20 for the city’s portion; Bituminous submitted a higher bid. Council awarded the chip-seal work to Aztec Corp. The project covers Prospect Avenue and Bridge Avenue, with staff exploring adding a small additional section if quantities and budget allow.
On the consent side, the council approved malt-beverage liquor-license renewals listed in the packet, excluding Little Mexico because the business had not returned required paperwork. The council also approved the city’s 02/2024 annual report prepared by Keddle Thorstensen auditors for submission to the state, as required by state law.
Ending: Staff will publish the rebid notice for airport land, return with final chip-seal quantities and any added section pricing, and file the annual report with the state.
