Public works report flags erosion by new school, failing Baker Street retaining wall and Vine Street redevelopment RFP

The director of public service and safety reported to St. Bernard council on April 24 that village engineers are evaluating erosion-control issues tied to nearby school construction, that a retaining wall at the Baker Street parking lot requires structural review, and that the village has received four proposals for a Vine Street Heritage District Redevelopment Plan.
Public service staff said JMA (the village’s engineer) is reviewing the erosion near the pool and new school property, is taking elevations to assess changed water flow since construction, and will help shape repairs that also address school-property runoff. The director said repairs to the village-owned street adjacent to the affected wall will be designed to handle the changed flow and to fix erosion occurring on school property.
The director also reported that a contractor’s initial inspection of a failing retaining wall at the Baker Street parking lot led staff to involve the village’s engineers; after further review the director said a structural engineer is likely needed to guide any repair or replacement. That work is in the evaluation stage as staff consider cost-effective options.
On redevelopment planning, the director said the village received four proposals for the Vine Street Heritage District Redevelopment Plan funded by a Hamilton County Planning mini-grant. Alloy Development prepared the request for proposals; the mayor and the director will serve on a four-member ad hoc selection committee alongside a resident and a Vine Street business owner. The committee expects to recommend one or two finalists for interviews within the next couple of months.
The director additionally reported he has reviewed village insurance coverages, identified and corrected one gap, and is evaluating cybercrime coverage to ensure parity with prior policy protections. These items were presented as status updates; no council action or appropriation was recorded on these matters during the meeting.
