Sylvania City Council approved a joint cooperation agreement with the Lucas County Engineer and accepted an engineering proposal for resurfacing projects that bundle city and county streets, the council voted on May 19.
The joint project includes resurfacing work on Sylvania Avenue, Mitchell (Michaw), Frankfort (Frankfurt) and Chrissy Road coordinated with county projects, alongside the city’s Convent Boulevard and Little Road work. Council documents list about $719,000 of resurfacing work across the city segments; roughly $195,000 of that amount is expected to come from the Ohio Public Works Commission (OPWC), with the remainder to be funded locally.
Service‑area staff said the city submitted a combined OPWC application with Lucas County and learned in December that the project scored successfully. Because the OPWC timeline did not match the city’s engineering budget, the council approved an emergency appropriation of $31,900 to pay the engineering firm selected to produce construction‑ready plans.
“That's what's in front of you tonight is approval of the joint cooperation agreement with Lucas County Engineer's office,” a staff member told council. Later, Councilman Richardson read ordinance numbers 58‑2025 and 59‑2025 by title and moved their emergency passage; both measures were approved by voice vote.
Council members asked timing questions about coordinating the resurfacing with other planned city projects; staff said construction is scheduled for 2026 and the current appropriation covers this year’s engineering work. The council also discussed typical mill‑and‑overlay depths and confirmed the planned work will generally include a two‑course mill and overlay process.
Ordinance 58‑2025 authorized the mayor and finance director to enter the joint cooperation agreement with the Lucas County Commissioners. Ordinance 59‑2025 accepted the engineering proposal from Feller, Finch & Associates Inc. and appropriated $31,900 for engineering; both passed as emergency measures.
