District staff say two local companies lead waste and recycling bids; board asks to explore negotiation

Facilities staff member Mark Shankirik summarized the RFP results: "In the end, we had seven companies that submitted bids for this service," he said, and the two finalists were Active Waste at a base monthly price of $15,968 and First Sanitation at $16,299 with a 3% annual increase in later years. Shankirik said the proposed contract would run three years starting July 1 through June 30, 2028.
Board members pressed staff about keeping business local. Board member Mr. Hoke asked whether the district should try to negotiate with First Sanitation because it is a local company with community ties; Shankirik said staff planned to open negotiations, particularly around the annual increases, if the board wanted that approach. Several board members noted the public‑stewardship interest in keeping tax dollars in the county but acknowledged the district is not legally required to accept the lowest bidder for a service contract.
Shankirik said the current provider is Republic; he did not provide the current contract price during the discussion but offered to bring that number at the next meeting. Board members asked staff to return with a comparison to current costs and to continue vetting local capacity and equipment availability for a July start date.
The board did not vote. Staff said they would seek additional information and bring the contract for formal action at next week's meeting.
