Board unanimously approves committee and policy changes, including omnibus modifications required by state law

The Charlotte‑Mecklenburg Board of Education unanimously approved a package of policy changes from the policy committee on April 22.

Vice Chair Dee Rankin, the policy committee chair, moved to approve modifications to the board policy process (B‑BPP) that add the general counsel as an initiator for policy changes and remove a defined review time for the superintendent and chief compliance officer. The board then approved changes to committee rules (B‑COM), which dissolved the student outcomes focused governance committee as a standing committee, removed the community equity committee as a standing committee while adding quorum and voting rules for committees and clarifying committee meeting frequency and agenda deadlines. The board also approved modifications to advisory committee rules (B‑COMA) and an omnibus set of policy changes required under Chapter 115C, addressing topics that include comprehensive health education, pledge of allegiance guidance, relations with law enforcement and attendance monitoring.

Each policy motion was presented by Vice Chair Rankin, reported as having been considered by the policy committee at its March 12 meeting and recommended unanimously to the full board. The motions were approved by unanimous voice or show‑of‑hands votes; the clerk recorded unanimous results on each item.

The board handled these policy votes in the policy committee’s reported form and did not require seconds for committee motions. The policy changes will be incorporated into district policy manuals and take effect per the board’s standard implementation schedule and any companion regulations directed to the superintendent.
