The Weslaco City Commission on Wednesday approved Resolution 2025-35 to reallocate $4 million in proceeds from the city’s 2023 certificates of obligation. Staff recommended moving funds previously assigned to a proposed municipal pool to cover cost overruns and priority infrastructure projects including Pablo Pena Park, Isaac Rodrigo Park drainage improvements and street work.
City staff said a feasibility study concluded the planned municipal pool would be financially unfeasible because of projected operating deficits. Commissioners had previously discussed alternatives in a series of workshops and staff characterized the reallocation as consistent with the direction provided during those sessions.
Commissioner Reyes moved to approve the reallocation; Commissioner Gonzales seconded and the motion passed by voice vote.
Why it matters: The reallocation keeps $4 million in municipal bond-authorized spending under city control while prioritizing infrastructure and drainage work that staff and commissioners said require immediate attention.
Next steps: Staff will apply the reallocated funds toward park improvement budget overruns and drainage and street projects identified in the city’s capital plan.
