The agreement authorizes the tennis club to raise funds toward what staff estimated as a roughly $4 million project and sets milestone targets and reporting requirements. Christine Farrar, the city’s community services director, said, “this agreement does not obligate the city to fund the design, construction, or operation of the complex.”
