Supervisors declare Bayside property a public health hazard, authorize cleanup bids

The Hancock County Board of Supervisors on May 5 declared a property in the Bayside Park community a public health and safety hazard and authorized county staff to prepare a scope of work and obtain bids for cleanup.

County staff described a parcel that had been a mobile‑home lot and has become a frequent dumping site, with large amounts of tires and other debris. The owner, identified in county records as Kory (spelled in records as “Kory” or “Kory Gibson”), is reportedly out of state; staff said he lives in Colorado and that code enforcement had contacted him but the site remained a problem.

Code enforcement staff said the trailer that had been on the lot was removed, leaving tires, plywood and household garbage on the site. Staff told supervisors they had discussed tire removal options with the Mississippi Department of Environmental Quality and that tires must be handled by licensed contractors that accept and properly dispose of tires.

The board voted unanimously to declare the parcel a threat to public health and safety under the statute referenced in the meeting, authorize the county to prepare a scope of work, and obtain bids for cleanup. A motion to take that action was made by District 4 and seconded by District 3; the motion carried 5‑0.

Board members and staff noted the owner’s out‑of‑state status and that removal of tires may require a licensed vendor; staff said they will include appropriate disposal requirements in the scope of work.
