Hancock County approves stormwater closeouts, authorizes Fire Tower Road change order

The approvals follow an on‑the‑record project status update from Bruce Newton of Digital Engineering. Newton said, “The project is considered substantially complete as of April 17.” He told the board the substantial completion certificate includes a punch list; the only remaining item specifically identified in the certificate is a bump in the pavement over the culvert on the eastbound side of Fire Tower Road.
Newton also described change order number 4 for Project 3.25, which the board approved. The change order increases the contract by $30,697.16 and covers added work including widening a driveway at 1785 Fire Tower Road (placement of riprap to stabilize ditch slopes and extending coverage on both sides of the driveway) and additional materials and asphalt where unsuitable material was encountered on the roadway crossing.
On the certificate of substantial completion, county staff and the engineer set a 30‑day period to address punch list items; Newton and board members discussed that timeline, and a May 17 target date was cited during the meeting. Newton said the engineer still expects the project to come in under the original contract budget after final balancing of quantities and that one more change order related to final quantities is anticipated and may reduce the contract price.
Motion records in the minutes show the board approved the Bayside Park final change order and the Fire Tower substantial completion and approved Change Order No. 4 by unanimous votes (motion carries 5‑0 on each item).
The board and Digital Engineering also noted ongoing right‑of‑way and easement work on other stormwater sites, including outstanding easements on the Crazy Horse project, and said staff would pursue additional contacts to obtain nonresponsive property owner cooperation.
