Board hears landfill director’s plea for equipment and recycling plans to boost revenue and compliance

Claiborne County landfill staff told supervisors on May 5 they need new or leased heavy equipment to maintain operations, to comply with regulations and to expand recycling, and they asked the board to consider options that would return revenue to the landfill’s budget.
The landfill supervisor said existing equipment is in poor condition: dozers were leaking fluid and a trackhoe was inoperable. Staff described the operational need for an excavator of about three hours usage per day to layer and compact incoming material and said rental or lease arrangements could be cost-effective. The landfill supervisor and other staff also raised the need to separate landfill revenue and accounting so receipts from commercial recycling or other services flow to the landfill’s budget rather than being commingled with other county receipts.
Staff reported outreach to vendors and county departments about auctions and potential equipment purchases, and they asked the board to permit landfill staff and road department personnel to inspect auction offerings before purchase. Supervisors asked staff to prepare a plan and to report back with cost estimates and proposals for leasing vs. buying.
The landfill director said he was working on plans to start recycling programs for plastics and scrap metal to generate revenue. No procurement or lease contracts were approved at the May 5 meeting; staff were directed to return with quotes and a formal proposal.
