The Gardena Planning Commission on March 4 adopted Resolution PC 3-25 approving Tire House Inc.'s appeal of the director's decision to revoke site plan review No. 4-15 for property at 1818 West Redondo Beach Boulevard, voting 5-0.
Staff told the commission the original site plan review was approved on Aug. 26, 2015, and the property had nearly nine years of noncompliance with that approval. A notice of intent to revoke site plan review No. 4-15 was issued Jan. 19, 2024; the business owner appealed on Feb. 20, 2024. Planning staff and commissioners then monitored compliance over multiple meetings and postponements through 2024 and early 2025 before bringing the matter back to the commission.
According to staff, building final inspections for a trash enclosure and landscaping were finalized Jan. 30, but the site initially failed a final inspection for accessible parking. On Feb. 4 the planning commission reported being satisfied with progress and voted to grant the appeal and prepare a resolution approving the appeal rather than uphold the revocation. Staff said the Gardena building inspector completed and passed the restriping permit on Feb. 10, 2025, and that code enforcement visited the site on March 4, 2025 and found the business in compliance with the original site plan review.
Staff recommended the commission receive the progress report, adopt Resolution PC 3-25 reflecting the planning commission's decision to approve the appeal by Tire House Inc. from the director's decision to revoke site plan review No. 4-15, and find the action categorically exempt from the California Environmental Quality Act pursuant to guidelines section 15 3 21, as stated in the staff report.
After the roll call, the chair announced the outcome: "Motion passes 5 0."
