At its meeting, the Gardena Planning Commission voted 4-0 to approve a first six-month extension of time for Conditional Use Permit 9-23, Site Plan Review 5-23 and Variance 1-23, entitlements for a new Los Angeles County Sanitation Districts facility proposed at 1919–1931 West Artesia Boulevard.
The extension applies to entitlements the commission approved in May 2024 for demolition of an existing sanitation facility and construction of a new approximately 4,000-square-foot building, up to 35 feet high, with perimeter fencing and associated mechanical and electrical equipment. The planning staff report noted the original approvals required utilization within 12 months unless an extension was granted under the Gardena Municipal Code.
Planning staff told commissioners the applicant submitted a first request for a six-month extension on March 13. The applicant representative said the project completed public bidding last summer and the contract was awarded in November; the contractor has been submitting permit submittals, including a traffic-control plan to the cities of Torrance and Gardena. The representative said the contractor plans to mobilize this month and complete potholing — shallow excavations to locate utility depths — and that rough grading is expected to be finished by June. The applicant added that, in practice, the work likely requires about one additional month but requested the full six months to preserve entitlement timing.
Commissioners asked for clarifications about which sanitation district now owns the assets; the applicant clarified the project is now under Los Angeles County Sanitation District No. 2 (consolidated from District No. 5). Commissioners also asked about potholing; the applicant explained potholing locates the depth of utilities to avoid damaging sewer, fiber or other lines during excavation.
A motion to approve the requested first six-month extension for CUP 9-23, SPR 5-23 and Variance 1-23 passed 4-0. The roll-call vote was recorded as: Commissioner Langley — yes; Vice Chair Reitschher — yes; Commissioner Khan — yes; Commissioner Sherman — yes. (Chair Henderson was absent.)
With the extension granted, the applicant indicated the contractor will proceed with potholing and site mobilization and expects rough grading to be completed by June.
