City awards contract to remove sidewalk trip hazards in Zone 3

The Gardena City Council approved a contract on May 13 with Southern California Precision Concrete Inc. for $147,006.93 to remove approximately 1,434 sidewalk trip hazards in Zone 3 (east of Western to west of Vermont; south of 139th to north of Redondo Beach Boulevard). The work will shave lifted sidewalk panels (typically 5/8" to 2 3/4") back to ADA-compliant grades; panels with uplifts exceeding 2 3/4" will be replaced under a subsequent construction phase.
Public Works staff said the contractor averages about 50 shaving locations per day and that Phase 1 shaving should be completed in roughly three months, followed by removal-and-replacement work where required. The council also approved a 10% contingency. Director Rigg and council members discussed tree-root uplifts and the department’s practice of attempting to preserve trees where possible while addressing safety hazards.
Why it matters: the program is preventative and aims to reduce falls, ADA access barriers, and future liability claims by proactively addressing sidewalk uplift across the city. Council members praised the program as a cost-effective alternative to repeated claims and deferred large replacements.
