The Gardena City Council on May 13 awarded the Local Streets Improvement construction contract (Job Nos. 525 and 544) to LCR Earthwork & Engineering Corp as the lowest responsible bidder for $3,388,008.85, with Onward Engineering selected for construction management and inspection services at $111,270 and Terracon for geotechnical testing not to exceed $20,000. Public Works staff said the work focuses on pavement management-identified segments in Zone 3 and 4 and includes grinding/overlay, slurry seal, curb and gutter, ADA ramps, striping, and traffic control.
Staff reported nine bids were received and design was completed in February 2025. The contract includes a 15% contingency of $508,003.27; the project budget is roughly $4,000,008 (design, construction, contingency). Director Rigg told the council construction is expected to begin in June and finish in September 2025. Council members asked about PlanWell/PlanBids reporting of plan-view hits and neighborhood notification; staff said contractors will distribute no-parking notices and inspectors will be on site during construction.
Why it matters: the project is part of Gardena’s multi-year pavement management program and represents a major capital investment in local transportation infrastructure. The council approved the awards and contingencies by roll-call vote.
