Carlisle council adopts emergency ordinance removing references to obsolete property maintenance board

The City of Carlisle council approved Ordinance 9-25 on May 13, amending Section 14.66 of the Carlisle Codified Ordinances to remove references to a now-defunct Property Maintenance Review Board and to clarify that appeals of property maintenance code violations go to the Board of Zoning Appeals (BZA).
City staff told council that the Property Maintenance Review Board was abolished in 2021 and that references to it remained in the code, creating inconsistency with current practice. The ordinance text replaces those references so the appeals process explicitly points to the BZA.
Council moved to suspend the three-reading rule, have a single reading by title and declare the ordinance an emergency so the changes would take effect immediately. The motion carried on a roll-call vote with all members present voting yes. The adoption motion and second were recorded as moved by Councilmember Bicknell and seconded by Councilmember Kilpatrick; the roll call recorded unanimous approval.
The law director and staff said the BZA has been processing appeals despite the outdated language and that the amendment is primarily to align the codified text with current administrative practice.
