Planning commission backs adding Baldwin Radio Factory to Millcreek local historic list

The Millcreek Planning Commission voted unanimously Feb. 26 to forward a recommendation to City Council to add the Baldwin Radio Factory to Millcreek’s local historic sites and districts list via text amendment ZT25001.
Senior planner Sean Murray told commissioners the factory building on 2000 East (the historic factory complex commonly called the Baldwin Radio Factory) is at least 50 years old, retains historic character, and was previously listed as contributing in a reconnaissance survey of the Evergreen neighborhood. Adding the site to the local list requires a text amendment to the city’s historic code (Chapter 19.86), which triggers review by multiple bodies including the Historic Preservation Commission.
Murray said the property owner supports the designation (a letter of support was attached to staff materials). The local listing would subject significant exterior changes to review under the historic code but would also allow the owner to seek conditional uses that are otherwise not allowed in the current C‑1 zoning, if those conditional uses are consistent with historic preservation objectives.
The Historic Preservation Commission and all community councils reviewed the proposal and recommended the local listing. Commissioners noted potential future conditional‑use requests would return to the community council and Historic Preservation Commission for comment before any City Council action.
Commissioner Steve Anderson moved to recommend City Council add the Baldwin Radio Factory to the local list; Commissioner Richards seconded the motion and it passed on a voice vote.
