Mill Creek unveils sidewalk and trails master plan to prioritize projects and implementation

Robert May, a city planner (Public Works), presented the draft Mill Creek sidewalk and trails master plan to the council on March 24, saying the project has been under development for about nine to ten months and is now at final edits.
May said the draft builds on the earlier Walk Mill Creek guidance manual but adds a stronger implementation framework: data‑driven prioritization, a sidewalk exception/deferral process intended for code, urban‑design and streetscape standards, and tools to support Safe Routes to School. The draft identifies nearly 30 crossing‑improvement locations and adds refined pedestrian‑core networks and north–south trail corridors to complement existing east–west links.
May noted the plan incorporates community council proposals and prioritized sidewalk lists collected during outreach. He described a menu of urban‑design elements — signage, landscaping, wayfinding and lighting standards — and said the document includes site examples and implementation tables intended for staff and the planning consultant to use during project design and funding pursuit. May said final edits and consultant work remain and that a fuller presentation will follow to the council and community.
Councilmembers praised the document’s practical orientation and said they expect a consultant presentation when the final draft is ready. Staff said the full master plan will return for a formal presentation after final consultant review.
