City staff presented both items at a public hearing and asked the council to approve an interlocal cooperation agreement with HUD and the consolidated plan that sets city priorities for federal housing and community development funding. “Actually, it’s we have kept it at the same amount as last year,” city staff member Ken said when asked about funding levels. Ken also noted a statutory program limit, saying, “You can only spend 15% of the allocation for public services.”
The consolidated‑plan discussion emphasized housing affordability and shelter capacity. Ken summarized data in the plan to illustrate need: “Someone making minimum wage would have to work a hundred and 24 hours each week to afford a modest 1‑bedroom rental apartment,” a figure the staff memo highlighted as context for allocation choices.
Both public hearings drew no in‑chamber public testimony, and council members moved directly to votes. Paul moved to adopt Resolution 25‑05 (the CDBG/HOME interlocal agreement); the motion passed on a 5‑0 roll call (Council members Barbieri, Knudson, Cochran, Burgess and Chair Harker voting yes). Anna moved and Kurt seconded the motion to adopt Resolution 25‑06 (the five‑year consolidated plan); that motion also passed 5‑0 on roll call.
Council members and staff said the approved documents will guide applications and spending once HUD’s final allocation is confirmed; Ken told the council the precise grant award is expected in May. The consolidated plan identifies housing rehabilitation and shelter support among priorities and notes the limited share of funds available for public‑service providers.
