The Taylorsville City Council on May 7 continued discussion of Ordinance 25‑O‑6, a comprehensive revision of the city’s general plan, and requested staff return with a recommended schedule for council review.
Planning staff presented the draft general plan as a 9‑chapter, place‑based document intended to guide the city 25 to 30 years into the future. Mark McGrath described the plan’s structure and guiding principles and said the document “really kinda provides our vision for the next, 25 to 30 years for the city.” The proposed plan includes chapters on land use, mobility, economic development, parks and recreation, neighborhoods, environmental policies (including new state water conservation requirements) and a previously adopted chapter on moderate income housing.
Notable projections and strategies in the draft: planners estimated Taylorsville could need space for roughly 7,220 new dwellings by 2060 under county growth projections, and proposed a “5% strategy” that concentrates about 90% of the city’s future growth into roughly 5% of the city’s land. Staff identified eight priority areas for concentrated growth and reinvestment, including the Taylorsville Expressway (4700 South) station area, Summit Vista, the West Point District (Volta area), the Center Point/Crossroads area, and other corridors along Redwood and 4800–5400 South. The plan recommends pursuing the next transit investment study focused on 5400 South and strong active‑transportation projects (trails, sidewalks, bike lanes).
Council action: The council voted to continue Ordinance 25‑O‑6 for a date uncertain and asked administration to propose a review schedule (chapter‑by‑chapter). A motion was made to continue the item; council approved the continuance by roll call (Barbieri: yes; Knudson: yes; Burgess: yes; Cochran: yes; Chair Harker: yes). Staff said they will present a proposed schedule for bringing chapters back to council for detailed review and adoption.
Why it matters: The general plan is the city’s policy framework for land use, transportation, parks and utilities. Adoption would set city priorities on how and where Taylorsville directs growth over multiple decades. Council members emphasized wanting time to read the 350‑page draft and requested staff flag potentially controversial items for focused discussion.
