West Yellowstone Hebgen Basin Solid Waste board reduces membership, shifts to quarterly meetings

The Gallatin County Commission on April 15 adopted proposed amendments to the West Yellowstone Hebgen Basin Solid Waste Management District bylaws, reducing board membership from seven to five and changing the regular meeting cadence from monthly to quarterly.
John Burns, district manager, said the proposed changes would reduce the number of members required to constitute a quorum from four to three and add language allowing claims to be sent to board members in months when meetings are not held so members can review and approve claims in a timely manner. Burns told the commission the compost facility is no longer in operation and that long‑time board members have recently resigned for health, relocation or employment reasons, making recruitment difficult.
Burns said the proposed amendments were reviewed by the county attorney's office without requested revisions. After opening for public comment and hearing none, a commissioner moved to adopt the bylaws as presented; the motion was seconded and approved by voice vote. Commissioners who serve on the solid waste board commented that the proposed structure was appropriate given the current workload and the absence of the compost facility.
The amendments take effect immediately upon adoption; the commission did not specify additional implementation steps in the April 15 meeting record.
