Salisbury planning staff preview draft of South Main Area Plan, seek public input

Planning staff presented an update May 6 on the South Main Area Plan, which covers South Main Street from Hurrah Street to C Avenue and includes the Chestnut Hill Cemetery and the former Cone Mill site. The presentation summarized community engagement, mapping analysis and draft recommendations to guide zoning, design and redevelopment.
Planner Emily Vanek and other staff described engagement activities including a community walk with about 50 participants, visioning sessions, a development-mapping event and an online survey with more than 80 responses. The community emphasized preserving historic buildings, supporting small businesses and encouraging mixed-use and "missing middle" housing such as duplexes and cottage courts, while resisting auto-oriented uses like new gas stations and drive-thrus.
Staff noted draft recommendations to align zoning with community goals, introduce design standards, identify catalytic redevelopment areas and promote connections to adjacent neighborhoods. Vanek said a study-list application for the Chestnut Hill National Register District was accepted after a prior denial a decade earlier. Staff plans to finish a draft of the plan by the end of the summer and encouraged continued community input via the survey.
No council action was requested tonight; staff sought feedback and provided a timeline for next steps.
