Salisbury and Spencer adopt non-annexation boundary agreement

Salisbury City Council voted May 6 to adopt an ordinance approving an annexation agreement with the Town of Spencer that establishes a non-annexation boundary intended to clarify which municipality would serve property owners who choose annexation.
City Attorney Graham Corier and Planning and Neighborhood Director Hannah Jacobson presented the agreement and said the measure aims to create predictability for growth consistent with Salisbury's Forward 2040 comprehensive plan. Jacobson said annexation under state law remains voluntary and requires a property-owner petition, and the agreement does not change that statutory process; rather it draws a growth boundary that follows natural and manmade features (for example, Grants Creek and road centerlines) and respects existing extraterritorial jurisdiction lines.
Jacobson said staff and Spencer officials met for months to draft the agreement and that the Town of Spencer planned a public hearing on its approval later in the week. The council opened and closed a public hearing with no speakers and then voted to adopt the ordinance. A council member moved to adopt the ordinance; the motion carried by voice vote. Councilors thanked city and Spencer staff for cooperative work on the agreement.
The agreement is intended to reduce ad hoc boundary changes that can split parcels or create shifting lines as corporate limits expand; it also considered fire-protection capacity and suitability for urban densities, according to staff remarks.
