Council adopts two annexations, refers Renmore Pines to planning commission and updates nuisance ordinance

Annexations: The council adopted ordinances approving two voluntary annexations. The first annexed a 33.62‑acre Garner 6 Industrial property on Guy Road (case ANX25001; ordinance 2025‑53‑28). The second ordinance adopted a contiguous annexation for part of the Mahler’s Creek subdivision (63.82 acres; ordinance 2025‑53‑29). Both public hearings drew no speakers, and council approved the ordinances by voice vote.
Renmore Pines (KCZMP24‑004) public hearing and referral: The council held a public hearing on a tier‑2 conditional rezoning for Renmore Pines, a proposed 25.68‑acre development at New Bethel Church Road and Clifford Road that would allow up to 87 dwelling units under the applicant’s conditions. Staff and the applicant described reductions to the original proposal, site design commitments, open-space and pedestrian connections, and traffic analysis. Neighbors raised traffic and notification concerns; one resident asked whether mailings had been received. After discussion the council voted to refer the case to the planning commission for findings and recommendation; council members asked staff to provide additional analysis to the planning commission, including a broader Southeast‑Garner traffic review and fiscal (tax/value) projections comparing alternative lot configurations.
Nuisance ordinance update: The council adopted an amendment to the nuisance ordinance (ordinance 2025‑53‑30) that standardizes measurement for unenforced vegetation at 10 inches, clarifies definitions and the appeals process, authorizes the town manager to waive inspection fees for good cause, and adds guidance for pollinator gardens and mosquito‑breeding hazards. No members of the public spoke at the nuisance ordinance public hearing. Council adopted the ordinance by voice vote.
Procedural votes: The council also approved the consent agenda and adopted the meeting agenda (both by voice vote).
