Weld County approves construction awards, diabetes outreach and $100,000 electronics‑recycling grant

Weld County commissioners on May 12 approved multiple contracts and procurement actions, including awards for boiler and clinic renovations, authorization of a diabetes prevention outreach contract and acceptance of a $100,000 supplemental environmental project to fund electronics‑recycling events.
The board voted to re-award bid B2500022 for replacement of boilers and piping at the Weld County alternative programs building to Harper Mechanical Inc. in the amount of $238,158 after the original low bidder, recorded in the meeting as FRPHI Hydronics LLC, failed to provide specified equipment and withdrew its bid. Toby of the county facilities department explained the withdrawal and recommended reissuing the award to Harper Mechanical; Commissioner Kevin Ross moved the action and Commissioner Maxey seconded it. The board approved the award.
The board also approved Bid B2500061 for renovation of the employee health clinic at the Weld County Public Health Building, awarding the project to Swift Builders LLC for $615,858. Commissioner Scott James moved the award and Commissioner Ross seconded it.
The facilities department told the board more vendors replied for the Jail 2 West uninterrupted power supply (UPS) upgrade solicitation and the department will bring a recommendation to the board at its May 28 meeting; no award was made at the May 12 meeting.
In public health contracting, Jason Cheshire of the Weld County Public Health Department presented contract ID 9408, a small grant award to pay for targeted outreach to local medical providers to increase referrals to the county’s diabetes prevention program. "That's a year long program that folks that are pre diabetic can go through, to help facilitate lifestyle changes to prevent them from progressing into type 2 diabetes," Cheshire said. Commissioner Jason Massey moved to approve the contract; Commissioner Kevin Ross seconded the motion and it passed.
The board also approved contract ID 9418, a third‑party supplemental environmental project (SEP) agreement with funding offered by Owens Brockway Glass Container Inc. The $100,000 SEP will fund electronics‑recycling events over two years. Cheshire told commissioners the county plans two events this year — July 26 at Severance High School in Severance and Aug. 9 in Greeley — and estimated the two events combined will cost about $50,000; the SEP would fund those events in 2025 and similar events in 2026. Commissioner Maxey moved approval; Commissioner Ross seconded and the board approved the agreement.
Motions to approve the April 28, 2025 minutes, the consent agenda and general warrants were also moved and approved earlier in the meeting. The public comment period produced no speakers and the meeting was adjourned.
The meeting record did not provide individual roll‑call vote tallies for the motions beyond the board saying "aye" during voice votes; motions were recorded as moved, seconded and approved as noted in the county transcript.
