Garner Town Council on April 1 took final action on four separate annexation petitions, approving commercial and residential parcels that will bring additional development into the town.
Council approved annexation ANX2419 (about 4.12 acres, sometimes referred to in staff materials by a Bojangles parcel) by ordinance 2025-5323; ANX25003 (approximately 36.21 acres at 500 N. Greenfield Parkway submitted by Gregory Poole Equipment interests) by ordinance 2025-5325; ANX24022 (Bagwell Farms, 28.94 acres planned for a 107-unit duplex project identified as Auburn Station) by ordinance 2025-5324; and ANX25005 (the Overlook at Stony Creek, 45.28 acres with 96 townhomes) by ordinance 2025-5326.
Staff described ANX2419 as a contiguous downtown parcel that completes a small remnant of corporate limits. ANX25003 will bring a large industrial/residential-adjacent site into corporate limits and includes right-of-way. The Bagwell Farms annexation is a satellite annexation that will enable a proposed 107 duplex-unit project; staff noted the project uses existing zoning and submitted a tax-analysis estimate of approximately $370,000 per unit. The Overlook at Stony Creek is under construction with sitework already underway; developers described two townhome collections with estimated current-market sale prices of $350,000–$380,000 for a two-story collection and $370,000–$410,000 for a three-story collection.
Votes and key procedural notes: - ANX2419 (ordinance 2025-5323): motion passed by voice vote (ayes). No public speakers had signed in. - ANX25003 (ordinance 2025-5325): motion passed by voice vote (ayes). No public speakers signed in. - ANX24022 — Bagwell Farms (ordinance 2025-5324): motion passed 4–1 (Council member Dellinger recorded a dissenting vote). Councilors who voiced concern asked staff to provide more fiscal and traffic detail for future annexations; one council member said he would vote against Bagwell Farms without additional cost-of-services analysis. No members of the public signed up to speak on these annexation items at the hearing.
The annexations change municipal boundaries to include the named parcels and clear the way for the applicants to proceed with the development and permitting steps required under town ordinances.
