Garner approves special-use permit for Wilmington Road industrial warehouses

Garner Town Council on April 1 approved a special-use permit allowing Wilmington Road Partners to build two industrial warehouse buildings totaling just over 293,000 square feet on a site near Calabar Street and Jones Sausage Road.
The permit, known as SUP SP 2304, covers a roughly 36-acre developable area within a 59-acre tract and passed on a unanimous council vote after staff and the applicant presented site plans, buffering, stormwater controls and transportation analysis.
Town planning staff described the project as the next phase of Beacon Commerce Park and said the site is zoned heavy industrial, will tie into existing City of Raleigh water and extended sewer, and includes onsite stormwater ponds, a nitrogen-offset payment and a new public right-of-way. Planning manager Joseph Linsky summarized the site plan and staff conditions for council during the hearing.
The applicant’s engineer, James Whitaker of Advanced Civil Design, told council that “the site plan meets all the requirements for a special use plan under section 4.70.4 of the UDO,” and described 55-foot type-D buffers, retention ponds designed for 1-, 10- and 25-year storms, and proposed street and Wilmington Road frontage improvements consistent with Garner standards. Traffic consultant Richard Adams said the project’s access and improvements are consistent with prior Beacon Commerce Park traffic work and “in my professional opinion that the project and site plan are compatible with adjacent uses in terms of traffic generation.” Appraiser Frank Leatherman said similar industrial-residential adjacencies in the area did not show a consistent negative impact on home values.
Council’s approval includes nine enumerated conditions recommended by the Technical Review Committee; staff and the applicant amended one condition during the meeting so that the major subdivision infrastructure must be constructed prior to the first building’s certificate of occupancy. Council members emphasized compliance with buffering, lighting controls and stormwater measures described in the staff report.
Motion language in the record: Mayor Pro Tem Vance moved to approve SUP SP 2304 Wilmington Road Industrial with the site-specific conditions; a second was made and the motion carried unanimously. The permit will be subject to the listed conditions and to required inspections and approvals before occupancy.
The project continues Garner’s expansion of its regional employment center around Beacon Commerce Park and Amazon distribution facilities; council and staff said routine monitoring of conditions and infrastructure will follow as construction progresses.
