Weld County seeks nearly $1.8 million in NAPMI funding for Highway 52/County Road 59 roundabout

The Weld County Board of Commissioners on April 7 approved Contract ID 9255 authorizing the county to apply for $1,794,634 from the Nonattainment Area Air Pollution Mitigation Enterprise (NAPMI) program to support construction of a roundabout at State Highway 52 and County Road 59.
Evan Pinkham of the Weld County Department of Public Works told the board NAPMI was created by Senate Bill SB21260 (as referenced in the presentation) to fund air-quality projects and that this is the program’s first grant cycle. Pinkham said Weld County is partnering with the Colorado Department of Transportation, the towns of Keenesburg and Hudson, and RE-3J School District on the application.
The county plans to combine the requested NAPMI funds with about $1.3 million in CMAQ (congestion mitigation and air quality) funds awarded by the Upper Front Range Transportation Planning Region and a local match of $287,000; Pinkham said roughly $7.6 million in additional funds would be required to reach full project cost and that the combined sources are expected to fund construction.
Pinkham described the site as north of the local school complex near County Road 59 and Highway 52 and said the roundabout is intended to improve safety on that corridor. Commissioner Scott James moved to approve Contract ID 9255; Commissioner Ross seconded the motion. The board approved the contract by voice vote.
