Weld County commissioners approve right-of-way purchases, grants, bids and a final-reading ordinance

WELD COUNTY — The Weld County Board of County Commissioners on April 14 approved a slate of routine and project-specific items, including two right‑of‑way purchase agreements tied to the County Road 66 corridor, acceptance of two grants, two bid awards, a temporary road closure for pavement work and final adoption of a county ordinance restricting graywater systems.

The board approved two memoranda of agreement to acquire property interests for the County Road 66 corridor project: Contract ID 9325 for an authorized purchase amount up to $700,000 plus closing costs and Contract ID 9326 for $550,000 plus closing costs. County staff said those totals include land and on‑site improvements such as a single‑family dwelling, outbuildings, fencing, septic systems and other site elements. The board also accepted the related deeds of dedication needed to complete the closings.

The board accepted a $31,000 award under the Peace Officers Behavioral Health Support and Community Partnerships program (Contract ID 9085) for the sheriff's office to expand behavioral‑health counseling and peer‑support resources for deputies; the funding runs through June 30, 2026. Commissioners also authorized the health department to submit a local public health agency (LPHA) mini‑grant application seeking $9,500 to buy child car seats and booster seats and to produce injury‑prevention materials.

Purchasing reported two awarded bids: Bid B2500031, a planning and building permit fee study, was recommended to Barry Dunn for $49,140; and Bid B2500035, the Weld County Jail hot water boilers and storage tank replacement, was awarded to Harper Mechanical Inc. for $167,000. Several other solicitations were reported as under review and were to return to the board on later dates.

Public works announced a temporary closure of County Road 37 between County Road 8 and State Highway 52 from April 21 through May 30 to allow a contractor to complete a mill-and-overlay; local access and a detour via County Road 41 were described in staff remarks.

On land‑use and planning matters the board approved a partial release of project collateral and acceptance of a two‑year warranty maintenance bond for work connected to Great Western Railway/GWIP (Contract ID 9221). Planning staff also presented a request for a one‑day temporary extension of mining hours tied to concrete pours for an I‑25 project; the board approved the temporary hours per staff recommendation.

In ordinance business the board approved the third and final reading of Ordinance 2025‑02, repealing and reenacting parts of chapter 2 (administration) of the Weld County Code to prohibit specified graywater systems; planning staff said no changes were proposed since earlier readings.
