Rose Everett of the county Purchasing Department reported Larimer County Purchasing opened bids on March 4, 2025, for chip‑seal aggregate that included quantities for Weld and Larimer counties. Everett said the two lowest bids (Green Dream International and Simon) did not meet the specification for aggregate gradation. A third bidder, BlackRock Material and Supply, did meet specifications but submitted a significantly higher price and could not guarantee long‑term supply. Public Works recommended rejecting the chip‑seal bid and rebidding the material; the board voted to reject bid B25002.
On a separate solicitation, Weld County Purchasing opened five bids on March 11, 2025, for 2025 Mining Services for Public Works. Purchasing terminated three bids as nonresponsive because they lacked the required bid bond. Public Works recommended awarding the contract to the low responsive bidder, Overlook Mine Lehi, at the budgeted amount of $1,360,000; the board approved award of bid B2500028.
Commissioner Scott James moved to reject the chip‑seal bid; Commissioner Jason Maxey seconded. The motion passed by voice vote. Commissioner Kevin Ross moved to award the Mining Services bid to Overlook Mine Lehi for $1,360,000; Commissioner Scott James seconded. That motion passed by voice vote.
Purchasing recommended rebidding the chip‑seal aggregate supply because of specification noncompliance and supply concerns; the county will proceed with a rebid process for that material.
