Weld County approves multiple contracts, foster care provider agreements and school district MOU

WEDNESDAY, March 19, 2025 — The Weld County Board of County Commissioners approved a set of routine procurement, human services and intergovernmental items during a single vote, including a low bid for wireless irrigation controls, several foster care contracts, an assignment of an Older Americans Act provider contract and a memorandum of understanding with St. Vrain Valley School District (RE‑1J) regarding transportation for students in foster care.

Toby Taylor of the purchasing department presented the low bid for wireless irrigation controls (Bid B25000021). Taylor said the low bid from Mountain High Lawn and Landscape met specifications and the facilities department recommended awarding the contract in the amount of $79,042. The board moved to approve the bid; the motion was moved by Commissioner Jason Maxey and seconded by Commissioner Scott James and approved by voice vote.

Jamie Ulrich of the Department of Human Services presented a consent‑agenda assignment (Contract ID 9190) that transfers in‑home Older Americans Act services from Thousand Peaks Healthcare Inc. (d.b.a. Elevate Home Care) to Granite Healthcare Inc. (d.b.a. Namaste Home Care). Ulrich said, "So this agreement just transfers the services and responsibilities that we had with Thousand Peaks Healthcare over to, Granite Home Care doing businesses, namaste, Home Care. The provider works with our area agency on agency division offering in home services for our older adult population. Our request is approval of the assumption agreement." The board approved the assignment by voice vote.

The board also approved individual provider contracts for new provisional kinship foster care providers: Contract ID 9208 (a provider in Greeley), Contract ID 9217 (Juan and Melissa Amaro, Greeley), Contract ID 9218 (Jessica Ochoa, Evans), and Contract ID 9228 (Christine Keane, Greeley). Each item was presented as a request for approval of a new provisional kinship foster care provider contract; motions to approve were moved and seconded and each contract was approved by voice vote.

The board approved Contract ID 9229, a memorandum of understanding with St. Vrain Valley School District RE‑1J to outline best interest determinations for out‑of‑home student placements and to establish how transportation cost sharing will be handled between the county and the district. Department staff described the MOU as setting a process for placement decisions and cost‑sharing and requested approval.

Separately, the board moved and approved a reassignment and appointment to the Workforce Development Board, appointing John McDuffie and reassigning Sean Crossant. The motion was moved by Commissioner Jason Maxey and seconded by Commissioner Scott James and approved by voice vote.
