Weld County commissioners approve grants, contracts, bids and lease extensions; broaden PUD amendment process

Weld County commissioners on March 10 approved a series of grants, contracts, bids and lease extensions and finalized a change to planned-unit-development procedures.
Among the actions, the board authorized the Department of Public Health and Environment to submit a five-year grant application to the Substance Abuse and Mental Health Services Administration (SAMHSA) for a Strategic Prevention Framework Partnerships for Success/Tribes program to expand substance-abuse prevention beyond opioids to alcohol, marijuana and other substances. "There is no county funding required," Jason Shcher of the health department said; the department recommended board approval to submit the application.
The board accepted a $5,000 restricted donation from Intermountain Health (Flat Valley Hospital) to Weld County Department of Public Health and Environment for community health assessment survey incentives (Contract ID 9169). Staff said the donation is restricted to post-survey award incentives to encourage survey completion.
The board approved Bid B2500027 for surface gravel supply for the Public Works Department. Purchasing recommended Connell Resources as the low bidder for material to serve the Greeley and north areas of Weld County: up to 39,000 tons of 1-inch surface gravel at $12.65 per ton (totaling $493,350) and up to 122,450 tons of 1.5-inch material at $12.10 per ton (totaling $1,481,645). Staff said $1,975,000 is available in the budget and Public Works will not exceed that amount. The pit location was given as 808821 County Road 126, Carr, Colorado 80612.
The board approved Contract ID 9178, a professional-services agreement with Remi Corporation to provide an implementation lead consultant for the county's Workday strategic sourcing module. Cheryl Patelli of Finance said the Remi contract costs $75,650, but will not increase total Workday project cost because the county will receive a credit from the county's implementation consultant, Cognizant.
On oil and gas matters, the board approved two extensions of existing county oil-and-gas leases and accepted bonus offers under county code. Staff said each extension operates as a nunc pro tunc resolution (backdated to March 2) and recommended extending each lease to Sept. 2. One lease extension carried a bonus payment of $18,000 (one-third of the original bonus amount, per code); the other carried $9,000. Staff noted the one-third bonus amount is set in county code and would require a code change to alter.
The board also approved on final reading Code Ordinance 2025-01, which revises Chapter 27 (Planned Unit Development) of the Weld County Code to allow any owner of property within a PUD to apply for a PUD amendment rather than requiring sign-off by all property owners.
