Votes at a glance: Weld County commissioners approve multiple contracts, road closures and a grant application; reject one high bid

Weld County commissioners on March 12 approved a series of contracts, memoranda of understanding and temporary road closures, and rejected one bid for a county facilities project. Most measures were approved by unanimous voice vote.

Key actions approved included memoranda of understanding to secure training slots, participation in federal grant applications, multiple foster-care and respite provider contracts, and downtown building window wraps at no cost to the county. The board also authorized three temporary road closures for culvert replacement and road construction, and authorized the District Attorney’s Office to apply for a $360,374 VOCA grant to support the Victim Witness Unit (see separate article).

The board rejected a single high bid for an uninterrupted power supply (UPS) upgrade at the county Veil 2 West facility after staff recommended rebidding and separating mechanical and electrical work. Carolyn Geiser of Purchasing told the board the low bid from Grellinger Company Inc. was $524,113 and exceeded the established project budget; the facilities department recommended rejecting the bid and rebidding components at a later date. The board voted to reject the bid.

Several items were routine contract approvals for the Department of Human Services and other county departments. Notable approvals and identifiers included:

- Contract ID 9195: Memorandum of understanding with Aims Community College to secure 10 POST academy slots per year for county law enforcement training; no new costs (moved by Commissioner Peppler, second by Commissioner James). Approved.

- Pathway Home 6 grant participation: Authorization for the Department of Human Services to submit letters of commitment and participate in the Pathway Home 6 program to support pre-release services and employment for incarcerated individuals (moved by Commissioner Ross, second by Commissioner Peppler). Approved.

- Contract ID 9161: Case management agency services agreement with Support LLC (doing business as Support Inc.). Approved.

- Contract ID 9162: Memorandum of understanding designating the Department of Human Services representative to serve on the United Way of Weld County Early Childhood Council. Approved.

- Multiple individual provider contracts for foster care services (contract IDs 9179, 9180, 9181, 9182, 9192, 9201, 9202) and one respite services agreement (contract ID 9188). Approved.

- Contract ID 9191: Memorandum of understanding with the Greeley Downtown Development Authority permitting county-approved window wraps on the courthouse annex at 934 Ninth Avenue; wraps to be provided and installed at no cost to the county. Approved.

- Temporary closures: County Road 10 between County Road 67 and State Highway 79 (March 17–20, 2025) for an irrigation culvert replacement; County Road 67 between County Road 14 and State Highway 52 (March 24–28, 2025) for an irrigation culvert replacement; and County Road 39 between County Road 2 and County Road 4 (March 19–April 25, 2025) for road construction, paving and culvert replacement. All approved.

- Consent agenda item: Vacation and recombination of a 2-lot recorded exemption (RE4311) into a single parcel for the Deborah B. Zis Revocable Trust. Approved as part of the consent agenda.

Several advertised bids for public works projects (chip seal aggregate, owners’ representative services for CIP corridor projects, mining services) were reported as received and will return to the board for later approval on March 26; the board took no final action on those items at the March 12 meeting.

At the start of the meeting the board removed agenda item 18 after staff confirmed the subject was covered by existing job descriptions and a separate resolution was not necessary.
