Weld County authorizes $360,374 VOCA grant application to support victim-witness services

Weld County commissioners on March 12 authorized the 19th Judicial District Attorney’s Office to apply for $360,374 in federal Victims of Crime Act (VOCA) grant funds to support the county’s Victim Witness Unit. The board approved the request by voice vote after remarks from district attorney’s office staff.
The VOCA funds, which require no county match, were described by Michael Rourke, District Attorney, as one of the office’s key revenue sources for victim services. Rourke said the grant application estimates the Victim Witness Unit will serve 5,211 victims during the grant period and called that figure “staggering” given the program’s funding level. “I think that that number speaks volumes to the work that our amazing staff within the Victim Witness Unit puts in on a daily basis,” Rourke said.
Irma Archbeck, identified in the meeting as staff from the Weld County District Attorney’s Office, joined Rourke in presenting the request. Rourke told the commissioners the VOCA award is the third-largest source of funding for the Victim Witness Unit and reiterated there is no county match required for the grant.
Commissioner Scott James moved to approve the resolution authorizing the application; Commissioner Kevin Ross seconded. The motion carried by voice vote and the chair declared the resolution approved.
According to materials distributed with the request, the VOCA application package is 24 pages long and lists the estimated number of victims (5,211) on page 9 of 24. The application packet provided to the board lists the award amount as $360,374 and notes the grant supports services to residents of Weld County and, when applicable, victims outside the county.
The district attorney’s office will proceed with electronic submission of the VOCA application as authorized by the board.
