Weld County approves multiple facility bids and dozens of foster-care contracts

Weld County commissioners on March 5 approved a series of procurement awards and dozens of human-services contracts, including a $1,227,387 construction award for a new grader shed and several provisional kinship foster-care contracts.
The board voted to award Bid B250009 for construction of a new Takono grader shed to TCC Corporation for $1,227,387. "As advertised, this bid is for the construction of a new Takono Grader Shed. The low bid is from TCC Corporation that meets specifications," said Toby Taylor of the county purchasing office.
County officials also approved Bid B2500010 to install wireless irrigation controls at various county buildings, awarding the work to Davey Tree Expert Company for $95,887.78. Patrick O'Neil of the facilities department told commissioners staff would research one bidder's notation about an annual subscription fee and report back. "We can research that and come back to the board with an answer," O'Neil said.
Public works recommended and the board approved Bid B2500019 for recycled-asphalt wrap material to Martin Marietta at $10.50 per ton from its Pecos Street plant in Denver, for up to 25,000 tons — a maximum award not to exceed $265,500. Two other procurement items remain under review: Bid B2500008 (Adult Community Corrections Services) and Bid B2500021 (wireless irrigation controls, part 2); staff told the board they expect recommendations on those items at future meetings (April 30 and March 19, respectively).
On human-services items, the board approved multiple contracts and memoranda of understanding. Jamie Oreck of the Department of Human Services described a new respite-care provider contract (Contract ID 9103) and a professional-services agreement (Contract ID 9123) to provide career-readiness classes for DHS clients. The board also approved an MOU (Contract ID 9134) to participate in a state-funded pilot program for placement and in-home coaching for high-acuity youth. "This allows us to participate in a pilot program at no cost to the county. This is solely state funded," Oreck said, describing the MOU and the Trust-Based Relational Intervention (TBRI) coaching component.
The meeting record shows the board unanimously approved several provisional kinship foster-care contracts (Contract IDs 9152 through 9157), each presented as a new provisional provider in a named Colorado community and approved by voice vote.
