The board voted to approve the removal request but instructed staff to retain trees if cross-access approval does not materialize in time, with staff-level review to determine which trees could remain. "There is a chance that they can't come to terms in a timely fashion, and this cross access may not be a part of this project," an applicant representative said; the board recorded the conditional approval by voice vote.
