Planning staff (Jessie) told the committee the parcels—identified by Dorchester County tax numbers and street addresses—are currently zoned R-2 (single-family residential) in Dorchester County and the applicant requested MFR (multifamily residential) zoning following annexation into Summerville. The parcels sit in Council District 3. Jessie said the Planning Commission held a public hearing on April 21, 2025, and a recommendation for approval failed on a 2–4 vote.
After the Planning Commission meeting, the applicant requested postponement to allow the traffic impact analysis to be completed; staff said a draft of that study should be ready by next month. Committee members asked whether multifamily zoning would allow uses other than townhouses; staff replied that multifamily zoning would allow apartments in general but that a changed use or greater density would likely require an updated traffic study.
A committee member moved to postpone consideration pending the traffic study; the motion was seconded and carried. The committee provided no new recommendation because the applicant is seeking additional technical information and staff expects a draft of the traffic analysis within about a month.
