Wilmington City Council approved multiple infrastructure and budget items Thursday, including acceptance of donated property for a lift station, authorization to advertise bids for a traffic-signal removal project, and supplemental appropriations for city funds.
Councilman Don Wells moved to suspend the rules and give second and third readings to Ordinance 25-28, which accepts a donation of approximately 0.05 acres near Creekview Subdivision from Creekview Project I LLC for a lift station. The motion passed on roll call and Ordinance 25-28 was adopted.
Council also approved Resolution 25-24 authorizing the city to advertise for bids and contract for the 2025 Rombach (Rombach/Rombach Avenue) traffic signal removal project. The resolution was advanced after suspension of the rules and passed by unanimous roll call.
Finance committee chair Osborne presented Ordinance 25-32, a supplemental-appropriations measure that included items funded from the taxi fund and a study for water-plant filtration rehabilitation. Council suspended rules and passed Ordinance 25-32 after roll-call approval.
Mayor Haley additionally announced a $7,000 donation from the Clinton County Convention and Visitors Bureau to increase July Fourth fireworks, and Safety Director Eveland said the Wilmington Police Department is reintroducing bike patrols for the summer after training two officers. These items were informational and not the subject of separate ordinances at the meeting.
Council members said they had reviewed the items in committee and workshop sessions; roll-call votes that followed motions to suspend rules recorded unanimous approval on the three major items noted above. Council did not attach specific timelines for construction work at the lift station or a bid schedule in the meeting record beyond authorizing the advertising for bids.
