Council declares emergency, directs advertising for construction manager at‑risk for recreation natatorium upgrades

The Brooklyn City Council voted to suspend its rules and adopt Resolution 2025‑12 on May 12, authorizing the director of finance to advertise for statements of qualifications from firms to provide construction manager at-risk (CMAR) services for recreation facility improvements and natatorium upgrades.

Council members said the suspension and emergency adoption were requested to keep the project on a timely construction schedule. City staff told council the motion was needed so procurement can proceed without delay.

The council took two roll-call votes — first to suspend the rules and then to adopt the resolution under emergency. The roll call recorded “yes” votes from the members polled. The Committee of the Whole had recommended that council adopt the resolution under suspension, describing the need to proceed promptly with construction and stating that the city engineer would provide the current scope, estimate and timeline to council.

The resolution authorizes the finance department to advertise and solicit statements of qualifications from CMAR firms; it also declared the matter an emergency to accelerate procurement. Council did not adopt a construction contract at the meeting; the action permits procurement outreach to begin and for staff to receive and evaluate statements of qualifications.
