The Budget, Finance and Audit Standing Committee voted on May 14 to send a resolution allocating $9,470,000 in American Rescue Plan Act (ARPA) funds to the full Detroit City Council with a recommendation to approve.
The resolution divides the $9,470,000 among the nine councilmembers, about $1,053,000 each, and lists priority programs and projects for each member. Legislative Policy Division staff presented the allocation as the result of instructions given during the March–April budget process.
Why it matters: passing the resolution on the Council floor would appropriate the funds according to the priorities listed and move those projects into the implementation stage.
Details and next steps: LPD staff member Mister Corley summarized that the split reflects council guidance and enumerated member priorities when asked by the committee. Councilmember Sherryon (vice chair) confirmed that designating a priority — for example, a $1 million allocation to a mental health core response program — would mean that, if the full Council approves the resolution, the money is appropriated as listed. The committee moved the item (line item 6.12) to form A with a recommendation to approve; there were no objections.
The committee chair and members noted there will be further opportunities on the Council floor to explain each councilmember’s line-item choices to the full body before final approval. The committee took the action by unanimous consent at the end of its agenda.
