Harbor management plan rewrite restarts; commission will wait on legislative outcome before finalizing DEEP‑relations section

The commission said on March 10 that it has resumed work on a multi‑year update of the Southport harbor management plan, which was last approved in 1995. The rewrite will remove goals that have been completed, break long chapters into shorter sections, add new items (for example, dredging to a 100‑foot width and lower wharf repairs) and incorporate an online warning system.
Kim Taylor, who is leading the plan update, said the commission will not finalize the section describing the commission’s relationship with DEEP until the state legislative session concludes because Raised Bill 6914 could affect how the plan describes the commissions’ authority and DEEP’s review obligations. The commission expects to provide a red‑line draft for DEEP review, the RTM and public meetings once the draft is substantively complete. Work on the rest of the plan could be substantially advanced by the fall, she said.
Kim Taylor reiterated that the plan update is a large document and the commission will solicit public meetings and DEEP review once a near‑final draft is ready.
