Board carries Hiawatha Boulevard home plan after engineer warns of stormwater costs

The Parsippany-Troy Hills Board of Adjustment on May 7 carried an application for 86 Hiawatha Boulevard to July 23 after the township engineer raised concerns about stormwater management and the applicant agreed to consult the engineer and hire a civil engineer to produce grading and drainage plans.
The applicant, represented by Angeline Lopez, and architect Abhijit Parikh told the board the site is at the bottom of a hill near the Rockaway River and has experienced flooding; the architect's plans lacked stormwater topography and drainage details the township engineer said would likely be required and potentially costly.
"It may be quite expensive to put in the facilities that he's going to require as the town engineer," a board member said on the record, urging the applicants to consult the engineer and obtain a cost estimate before proceeding. Lopez said the applicants planned to raise grade slightly and install dry wells and that they would hire a civil engineer to prepare the required calculations and a seepage-pit size estimate.
The board carried the application to a July 23 hearing date and accepted the applicant's grant of time extensions so the board would not need to renotice the case. Board members noted the hearing would continue on that date and that the applicants should have engineering input and any revised plans ready for review.
No vote on the merits was taken; the board directed the applicants to meet with the township engineer, obtain any necessary drainage plans and consider retaining a civil engineer to prepare the site grading and seepage-pit calculations.
