Parsippany (Troy Hills) — The Parsippany (Troy Hills) Planning Board on Feb. 3 approved application 24:528B, a minor site-plan amendment for the property identified as Block 202, Lot 3.10 (Hilton Court), filed by Hilton Court Owner LLC. The application was presented as an amendment to an earlier approval and was approved with conditions tied to final professional sign-offs.
Louis Reyes, the project civil engineer, described the changes: the project site is approximately 10.4 acres; the building footprint and total warehouse area remain consistent with prior approvals, with a proposed warehouse of about 22,664 square feet and total office area of about 12,300 square feet. The design merges two previously separated office areas into a single office and relocates the main entrance to the building’s east (northeast) corner. The building height was reduced from approximately 44.7 feet to about 40.8 feet. Loading docks remain at 25; the previously approved two driving ramps were reduced to one to allow a landscaped island adjacent to the remaining ramp. The applicant also testified the site will retain 11 trailer stalls and maintain the same number of car parking spaces and ADA spaces as previously approved.
Reyes said grading and utilities remain generally unchanged, sanitary and water connections remain at the previously approved locations, and the township sewer and water departments have reviewed utility plans. The application adds a four‑foot chain-link fence with gates around a bioretention basin for safety and retains two engineered retaining walls with a maximum height of 4.89 feet. Outside approvals from Morris County Soil Conservation District, the Highlands review, and NJDEP have been submitted to the township, and the township engineer indicated most prior comments were addressed in recent submittals.
After testimony from the project engineer and the board’s planning consultant (who said the amendment met the c.2 balancing test), a motion to approve the minor site plan amendment passed. The board’s approval was conditioned on compliance with township and board professional reports, working with township professionals to resolve outstanding comments, and compliance with township fence-height ordinances for the basin enclosure. The board also recorded the revised front-yard setback as 120.94 feet (an increase of 0.02 feet from the previously-recorded 120.92).
