Summit council approves a slate of ordinances, contracts and resolutions; downtown insurance items tabled

- Purchase of two Dodge Durango pursuit all‑wheel drive vehicles (Resolution ID 11819). The state‑contract purchase totals $89,350.30 and replaces one vehicle totaled in an accident and one vehicle no longer suitable for patrol use. Council approved the purchase by voice vote.

- Amendment to professional services agreement with Neglia Engineering Associates for planning and zoning supplemental services (Resolution 11802). The city increased the not‑to‑exceed amount to $75,000 to cover final billings from 2024; staff said some consultant invoices lagged and the firm provided interim in‑house planning services after a retiring zoning officer.

- Amendment to legal services agreement for affordable housing counsel (Resolution 11801). The contract for affordable‑housing legal work was increased to a not‑to‑exceed amount of $108,000 to cover outstanding 2024 billings and continuing work on the city’s third/fourth‑round fair‑share planning. Council members discussed that most of the funds come from the city’s affordable‑housing trust fund rather than the general taxpayer base.

- Submission of a grant application to Union County for Tulip Street improvement (Resolution 11777). The city authorized a 50 percent county match request for an estimated $500,000 project.

- Request to New Jersey Department of Transportation for an extension on the Canoe Brook Parkway improvement project (Resolution ID 11821) to preserve existing grant funding while the city finalizes design and public outreach; council authorized requesting a six‑month extension.

- Declaration of vacancies and personnel actions in the Department of Public Works and the appointment of a new resident member to the Arts Committee (Resolutions ID 11011804 and 11830). A retirement in the public works division created openings that the city will fill.
