Summit council adopts salary ordinance; votes on budget transfers, housing commitment and other measures

At its February business meeting the Summit Common Council adopted a salary ordinance creating a finance director post and approved a package of resolutions including budget transfers, the city's DCA fourth-round housing commitment, emergency financing steps and a range of administrative items.
The Summit Common Council on Feb. 3 adopted Ordinance 25-3327 to amend the city's 2024 salary ordinance and create a new finance director position, then approved a slate of resolutions covering budget transfers, special emergency notes, shared services, permits and administrative vacancies.
The ordinance creating the finance director passed on a unanimous roll call following a brief council hearing and no public comment. Council members later introduced three additional salary/organization ordinances for public hearing on later dates (adding a director of public works and engineering, parking regulation updates and a schedule-of-fees amendment) but took no final votes on those items at the meeting.
Major resolutions approved during the meeting included: transfers of appropriations from the 2024 operating budget (Resolution 11693) to cover accounts with insufficient funds; authorization for a final $170,000 special emergency note that continues a five-year COVID-era financing plan; hiring and professional-services authorizations for tax-appeal counsel; a six-month shared IT-services agreement with Madison; acceptance of donated fencing and landscaping arranged by Summit Downtown Inc.; replacement of on-site vegetative grinding services; and a…
