Routt County commissioners approve payroll and supplemental jail budget; resubmit Sierra/Sarvers wilderness letter, consent items pass

Routt County commissioners on April 1 approved routine disbursements and several consent items and authorized a supplemental budget to add a part-time detention deputy position aimed at easing jail staffing shortages.
Accounts and payroll: The board approved accounts payable, manual warrants and payroll disbursements for the period presented. County staff flagged several items of note during the approval: an insurance-reimbursable payment to UMR BMO for $120,612; a $49,009.65 payment to EP Blazer for a new electric vehicle for the planning department; and $38,008.60 to Morpho USA Inc. for two LifeScan fingerprint units for the jail and sheriff’s office. Payroll for the period totaled $1,115,735 and the total disbursement approved that day was $2,039,715.25.
Consent agenda: The board approved consent items a and b (easement vacations and naming of a lane, as reflected in the agenda packet) and later approved item c after briefly pulling it for discussion. County staff told commissioners that Senator John Hickenlooper’s office had requested Routt County resubmit a letter of support for the Sarvers Creek Wilderness Area expansion because the proposal will be reintroduced in the new Congress in early April; staff said the county will circulate the letter and confirm Commissioner Salinas’ student is comfortable with the text before sending it.
Supplemental budget (sheriff’s office): The board approved a supplemental budget to create a part-time detention deputy position, limited to no more than 24 hours per week. County and sheriff’s office representatives told commissioners the jail had been operating with several vacancies earlier in the year (six vacancies at the start of the year) and that vacancy savings should cover the position for the remainder of 2025; the county expects the part-time hire to reduce overtime costs. The sheriff’s office indicated a qualified candidate was ready to start the hiring process immediately if the budget is approved. Commissioners voted to approve the supplemental budget and authorized the chair to sign the supplemental budget paperwork.
Executive sessions and scheduling: The board also held two attorney‑client executive sessions (no formal action taken): one to receive legal advice on a pending case (case number 2024 CV 30094) and another concerning Xcel Energy filings and a just-transition plan. Commissioners scheduled follow-up items including the Perez Parking Lot hearing (PL20240068) on May 13, 2025.
