County awards 2025 dust-abatement contract to New GMCO LLC amid rising mag-chloride costs

The Routt County Board of Commissioners on April 22 approved award of the 2025 road and bridge dust-abatement contract to New GMCO LLC in an amount not to exceed $980,166 and authorized the chair to sign the notice of award and the county manager to finalize the Munis contract.
Road and bridge staff said the contract is currently budgeted at $918,240 and that this year's winning price may necessitate a supplemental appropriation at year-end. Staff briefed the board on an industry consolidation and logistics pressures: EnviroTech and GMCO historically bid the Mag (magnesium chloride) project; the presenter said one firm acquired the other, leaving fewer suppliers and driving prices roughly 20% above last year.
Commissioners and staff discussed potential program responses: trimming spray rates, removing lower-priority areas from treatment lists, or shifting to private-entity pass-through agreements for specific requests. Staff said they will prioritize road preservation and that federal CMAQ air-quality funding that previously supported the program (about $65,000) is no longer available, which increases pressure on county budgets.
The board approved the motion and noted the likelihood of reduced Mag program scope if market prices remain elevated. Staff indicated they will monitor supplier performance and may return to the board for supplemental funding if needed.
