Board awards 2025 road overlay contract to United Companies; amount cited in motion differs from presenter's figure

The Routt County Board of Commissioners approved an award for the 2025 road and bridge overlay project and authorized the chair to sign the notice of award and the county manager to electronically approve a Munis contract to Oldcastle Southwest Group doing business as United Companies.
During the presentation, county staff said three bids were received and initially cited a contract amount "not to exceed $2,108,572." When a commissioner moved the award later in the meeting the motion put a not-to-exceed amount of $2,216,572; the motion passed by voice vote. Commissioners also added a friendly acknowledgment that the project may require supplemental budget requests at the end of 2025.
Staff said United has performed similar work for the county previously and that savings in other line items (striping and chip seal) reduced the likelihood of a supplemental appropriation, though the motion recorded the board's awareness that a supplemental might still be needed. The board accepted the low bid under the county's IFB rules and approved the award.
County staff will proceed to finalize the contract and notify the contractor; if final costs exceed budget, staff indicated they may return with a supplemental request.
