The Richland County Executive and Finance Standing Committee discussed and voted to forward updates to the sheriff department addendum on May 13. Sheriff Porter and other staff described the changes as largely retaining the previous addendum while adding several items that reflect recent operational adjustments.
Changes noted by the sheriff include clarifying accumulated sick-leave hours and re-incorporating previously ordinance-based hiring language into the addendum after recent codification work. The addendum also updates language to reflect the department’s move to predominantly 12-hour shifts.
Committee members asked that changes be flagged in future drafts; staff said the document was presented as a complete replacement rather than a redline. After discussion the committee voted to send the updated addendum to the full county board for approval.
Why it matters: the addendum governs terms for sheriff's department employees and codifies operational practices such as shift schedules and hiring procedures that affect personnel administration.
Next steps: county administration will forward the revised addendum to the full county board for final approval and asked the sheriff's office to supply a flagged change list in subsequent submissions.
